Overview

Facility Strategies Group (FSG) has acted as owner's representative to the New York City Housing Authority (NYCHA) uninterrupted since 2009 to develop and implement energy projects. FSG worked to develop $270M in energy performance contracts, all in the last year of construction, and is currently working with the agency to select new ESCO's to develop additional projects anticipated to achieve another $300M financed. These projects have resulted in new boiler plants, domestic hot water conversions, steam and condensate repairs, advanced building management system controls, LED lighting conversions, water efficiency, and other measures. FSG support has included engineering and financial due diligence, third party evaluation of cash flows, contracts, banking proposals and term sheets, construction administration support, commissioning, measurement & verification, and all other aspects associated with energy performance contracts and power purchase agreement strategies, utility incentives, and utility commodity purchases. FSG provided review and support for use of NYGB bridge financing to allow capture of time sensitive utility rebates ahead of longer-term energy financing. FSG also provided various types of transaction support including construction management, construction loan projections and review, and business evaluation, particularly for financial viability of trade contractors and equipment manufacturers. FSG provided support for electric commodity contract negotiations with New York Power Authority and is supporting demand response program pilots. FSG reviewed proposed energy storage and co-generation projects, although none were implemented, and development of efficiency projects reducing natural gas use. FSG also routinely reviews and evaluates selection of financial institutions, financial proposals, lease agreements and related support.

FSG has also consulted to the agency to plan for and analyze various strategies for greenhouse gas carbon reduction, building electrification conversions, natural gas moratorium impacts, Brooklyn Queens Demand Management program strategies, real-time utility metering rollouts, and other energy efficiency, renewable energy strategies including New York State Energy Research and Development Authority (NYSERDA) CHP programs, New York Power Authority (NYPA) financing programs, and various energy and sustainability initiatives. FSG has provided energy and cost impacts and budget information for agency consideration and planning. In addition, FSG provides wholesale utility management assistance for NYCHA to capture the entire benefit from its utility commodity purchases, providing support by compiling and analyzing utility data, quantifying annual rate savings, and provides the necessary reporting documentation. We collect all energy costs, energy consumption, and related carbon emissions data, and each year, and analyze NYCHA's utility cost and consumption data to determine how much money was saved and to make recommendations regarding future energy management strategies. This analysis has been done for both electric and gas utilities.
