Overview

Facility Strategies Group (FSG) acts as the independent Commissioning Provider (CxP) for the new Building Management System (BMS) and heating controls across various multi-family residential properties for New York City Housing Authority (NYCHA). The scope of work for commissioned systems at each development included equipment to monitor heating, domestic hot water, exterior lighting in each building, control of steam zone valves, monitoring of large steam boiler plants, wireless temperature sensors installed in apartments, and networking infrastructure. FSG commissions the system for project closeout in accordance with approved Sequence of Operations, Functional Forms, and any other equipment specific requirements.

As part of continuous commissioning and maintenance monitoring the BMS system, FSG performs various exercises to ensure the system functions properly as well as to identify any issues that need repair. FSG performs regular ongoing monitoring of the BMS system for serious issues, including critical alarms, BMS communication issues, and other performance and functional issues, including:

  • Monitoring system analytics to determine where equipment has failed and impacts core system performance (e.g., plant conditions, heating and hot water complaints, HUD monitor requirements)

  • Preparing regular reports of failed communications and equipment, and tracking of issue resolution

  • Monitoring and troubleshooting issues utilizing the existing Niagara N4 supervisor software, as well as custom reports generated with analytics software.

  • Interfacing with NYCHA staff from HMSD, IT, and Energy groups as needed to resolve deficiencies, if possible

FSG also provides ongoing system maintenance for the central BMS, including ongoing administration for the central server, maintenance of BMS supervisor and analytics software, networking integration for BMS related items, and managing of certificates and remote connections.
